Beto is an experienced executive leader who is passionate about making a difference in his community. Currently the appointed Mayor Pro Tempore and Third District City Councilmember for the city of Lee’s Summit, this is his second consecutive term as an elected councilmember. During his tenure, Beto has demonstrated strong leadership in fiscal responsibility, public safety, and served with the highest degree of integrity. He has advocated for the preservation of residential property values and supporting responsible commercial development.

With a history of working in the banking and commercial real estate industries, Beto has served in numerous appointed-elected leadership roles. He has strong finance and project management expertise and is a licensed realtor with extensive experience managing construction projects and overall property management. He holds bachelor’s degrees in Political Science and Spanish from Rockhurst University and a Master of Business Administration (MBA), from Baker University.

A Lee’s Summit resident and engaged in the community for almost 30 years, Beto and his wife Venessa Maxell-Lopez have raised their three daughters, Michaela, Celena, and Sophie in Lee’s Summit. Beto is invested in Lee’s Summit and committed to the future; helping Lee’s Summit economically grow while keeping the core values of what make Lee’s Summit special to its residents. Lee’s Summit is and will always be home.

In 2017 Beto was successfully elected as Third District City Councilmember in the city of Lee's Summit and was appointed as Mayor Pro-Tem.  He was re-elected for a second term in April of 2022.  Throughout his professional career, Beto has felt a duty to give back to the community and has served on numerous volunteer boards and commissions.  These include:

  • Gubernatorial appointment.  As Chairman (2010-2012), I had direct input in the drafting and implementation of the “Fair Share Agreement” prepared for the $600 Million renovation of both Kauffman and Arrowhead Stadiums 

  • Board Member – Overland Bancorp, parent company of Bank of Belton. January 2006 to January 2012
